In natural science research, the applicant has profound academic attainments, has made outstanding contributions to discipline construction, talent cultivation, and career development, and is a leader in the discipline; or the applicant's research results are groundbreaking and of great scientific value, recognized by domestic and foreign peers, and have reached the domestic leading level.

2. Have made major inventions, major technological innovations or solved key technical problems in technological research and development; or have worked on the front line of industrial and agricultural production and science and technology promotion for a long time, made major technological breakthroughs, and promoted technological progress and advancement in the industry. National economic development; or outstanding performance in the transformation of technological achievements into productive forces and the promotion of new technologies, new processes, and new methods, resulting in significant economic and social benefits.

3. Having worked at the forefront of medical and health work for a long time, having superb medical skills and making outstanding achievements in treating difficult and critical diseases; or having effectively prevented, controlled and eliminated diseases on a large scale many times, having a great social impact, and having achievements recognized by peers.

4. In key areas and industries of economic and social development, it provides a fundamental, forward-looking and strategic scientific theoretical basis for solving major problems in national economic and social development, and has made special contributions.

5. Have made outstanding achievements in philosophy and social science research, made outstanding contributions to social development and discipline construction, and are leaders in the discipline field.

6. He has made outstanding achievements in the field of publicity and culture, and has made outstanding contributions to economic and social development, spiritual civilization construction, discipline construction, reform and innovation in the field of publicity and culture, and promoting the great development and prosperity of culture. He is a leader in this field.

7. Having worked at the forefront of education, teaching, and coaching training for a long time, he has played a significant role in discipline construction, talent cultivation, and education and teaching reform. (II) Highly skilled personnel. Those who have worked in the front line of production and service for a long time, have superb skills and outstanding contributions, and should generally be senior technicians (national professional qualification level 1) or have corresponding senior professional skills, and meet one of the following conditions:

1. He has won the China Skills Award, National Technical Expert, National Model Worker, National May 1st Labor Medal and other honorary titles, with outstanding performance and wide influence.

2. Have made significant contributions to technological innovation and transformation, and have won provincial and ministerial-level science and technology progress awards, national patents, etc.

3. Possess leading technical skills or major technological innovations in the industry, and summarize advanced operating techniques in a certain production field that are recognized by the industry.

4. Make outstanding contributions in promoting the transformation and application of scientific and technological achievements or in promoting new technologies, new processes and new methods, and achieve significant economic and social benefits.

5. Possess unique skills and abilities in this profession (job type) and have made a significant impact on similar professions (job types) both domestically and internationally.

6. Have rich practical experience and be able to solve key or critical operational technical problems in the production process.

7. Win awards in influential international skill competitions, technical contests, and other events, and bring honor to the country.

8. Have outstanding achievements in training skilled personnel and imparting skills, and have a great influence in the country and the industry.

The selection work should focus on major national strategies, major projects, and major projects, and focus on industries and sectors such as "Made in China 2025", "Artificial Intelligence", and "Big Data", and highlight key points.
