In his speech, Vice President Dai Bin pointed out that tourism, as the industry with the largest global economic and employment capacity, has maintained continuous growth and prosperity. In the face of the ever-changing international tourism demand, countries should not ignore the needs of the general public while adapting to social progress and market development. In this financial crisis, while vigorously promoting the development of domestic tourism, the Chinese government also attaches great importance to outbound tourism, especially the positive role of tourism to Southeast Asia. Efforts have been made to enhance regional tourism cooperation including Northeast Asia, the Greater Mekong Subregion, the Pan-Beibu Gulf, and Hong Kong, Macao and Taiwan. China has shouldered the international responsibilities that a major tourism country should have. The China-ASEAN Tourism Cooperation Forum provides a platform for regional tourism cooperation and prosperity. ASEAN countries, including China, should work together to build a regional tourism cooperation mechanism, eliminate many obstacles caused by human factors, and rationally and pragmatically promote tourism globalization and service trade liberalization with an attitude of being responsible to the people and history. He suggested that the participating governments sign an agreement, the Framework Agreement on Promoting Closer Cooperation in China-ASEAN Tourism Service Trade, as the basis for joint action; hold a regular China-ASEAN Tourism Ministers' Meeting every year to build an exchange and consultation mechanism between governments; establish a joint tourism development fund to provide timely capital support for tourism resource development, industrial investment and business innovation.
