On January 11, the China Tourism Academy (Data Center of the Ministry of Culture and Tourism) released the "2018 Tourism Economic Operation Review Series Report: Tourism Public Service and Administration". The report shows that in 2018, my country's tourism public service and governance took multiple measures and achieved positive results. In 2019, we need to combine the new characteristics of cultural and tourism integration, industrial development in the era of mass tourism and the development of all-region tourism, pay more attention to structural supply, promote the application of science and technology, promote the formation of a diversified supply system, and build a global tourism public service system and a modern tourism market governance system.

1. Progress of tourism public services and governance in 2018

1. Toilet revolution continues to advance

2018 is the first year for the implementation of the "Three-Year Action Plan for the Construction and Management of National Tourism Toilets (2018-2020)". According to statistics, about 15,000 tourist toilets were built in the central and western regions in 2018, accounting for about 70% of the total number in the country. A number of new concepts and practices have emerged in the wave of marketization. Sichuan's tourist toilets strengthen landscape design and carry local characteristics, Inner Mongolia implements a full coverage project of toilet revolution, and pilot areas such as Yunnan Shilin have built smart toilets, Nanjing Niu Shou Mountain and other "most beautiful toilets", Hohhot's "complex toilets", and the "Hangzhou Find Toilet" applet with one-click query.

2. Actively promote the construction of tourism public services for international cooperation

With the launch of the "China-EU Tourism Year" in 2018, the convening of the Asia-Pacific Economic Cooperation (APEC) Tourism Ministers' Meeting, the holding of the "Belt and Road" Cultural Tourism Forum, the holding of the third Silk Road International Cultural Expo Culture and Tourism Special Forum, etc., Many countries have reached important consensus on ensuring tourism facilitation, strengthening infrastructure connectivity, expanding the scope of new payments, and promoting cooperation and construction of tourism public services. At present, the total mileage of national highways along the “Belt and Road” is approximately 27.03 million kilometers, accounting for 40.3% of the world’s total kilometers, and the total length of railways is approximately 790,000 kilometers, accounting for 39.4% of the world’s total railway mileage. Even in Africa, 50 countries and regions accept UnionPay cards, with the overall acceptance coverage reaching 75%. The State Council of my country has approved the implementation of a border tourism pilot zone to strengthen entry-exit management cooperation with neighboring countries, deepen customs clearance reform, innovate supervision models, and promote the construction of international tourism distribution centers and multilingual tourism identification systems.

3. Taking multiple measures to improve the effectiveness of tourism market supervision

The Ministry of Culture and Tourism has successively launched special rectification activities for the tourism market order such as "Spring Action" and "Summer Rectification", and carried out "1+3+N" tourism comprehensive management system reform and other measures to effectively promote the improvement of tourism service quality and purify tourism consumption. environment. During the National Day holiday in 2018, the 12301 national tourism consultation and complaint platform received a total of 736 complaints, a year-on-year decrease of 9.25%. The full launch of the national tourism supervision service platform will be more conducive to the normal analysis and scientific judgment of market supervision, and accelerate the realization of socialization, flatness and real-time supervision of the tourism market.

4. Tourism industry standardization promotes the improvement of tourism service quality

Standardization construction promotes the improvement of tourism service quality. The introduction of "Boutique Tourist Hotels" has accurately promoted the transformation and upgrading of the tourism accommodation industry, improving quality and efficiency. Starting the revision work of "Classification and Rating of Star Ratings of Tourist Hotels" (GB/T14308-2010) will help to strive to maintain the advanced, forward-looking and leading nature of the standards on the basis of grasping the five basic principles, and maintain star-rated hotels. brand to promote the sustainable and healthy development of the tourism hotel industry. In addition, in October 2018, the first national industry standard involving homestays, the "Basic Requirements and Evaluation of Tourism Homestays," officially came into effect, filling the gap in the management of the homestay industry and helping to guide the development of new patterns and improve the overall level of the industry.

5. Carry out volunteer tourism services and civilized tourism activities

The Ministry of Culture and Tourism and the Central Civilization Office issued the "Notice on Carrying out Cultural Volunteer Service in 2018", and tourism volunteer service activities were carried out in various regions across the country. The number of registered volunteers in Qinhuangdao alone reached more than 190,000, and the total online volunteer service certification time was 7.15 million hours. The "Add Points for China, 100 Cities Linked" civilized tourism special event guided tourists to consume rationally, travel in a civilized manner, consciously resist uncivilized behavior, and not participate in "unreasonably low-priced tours". It is further required that tourism enterprises strictly implement the main responsibility of civilized tourism, and tour guides and team leaders assume the responsibilities of civilized tourism guides and volunteers, actively convey positive energy, and consciously maintain the image of the country.

(VI) Comprehensively build a public service system for tourism safety and strengthen tourism safety management

In accordance with the requirements of relevant laws and regulations, tourism administrative departments have strengthened the implementation of tourism safety rectification, tourism safety publicity and training, tourism insurance protection, and tourism safety emergency response capacity improvement actions. In 2018, tourism safety supervision was strengthened. The Ministry of Culture and Tourism issued the "Notice on the Key Points of Tourism Safety Work", made good holiday tourism safety work notices, carried out tourism safety publicity and consultation day activities, and issued more than 30 safety reminders.

(VII) The integrated development of tourism and transportation continues to advance

The "Several Opinions on Promoting the Integrated Development of Transportation and Tourism" issued by six national ministries and commissions further strengthened the integrated development of tourism and transportation. The "fast-forward" integrated transportation network represented by high-speed railways, intercity railways, civil aviation, and high-grade highways is accelerating, and multimodal transport is becoming increasingly dense, effectively promoting the development of passenger intermodal transportation. At the same time, "slow travel" systems such as scenic roads, camping sites, functional stations, and smart trails, as well as new products and new formats such as low-altitude tourism, tourist trains, and special transportation are constantly enriched, and transportation facilities around tourist attractions and rural tourism are constantly improving. It will be conducive to optimizing the tourism transportation system and giving full play to its composite functions of accessibility, recreation, experience, sports, fitness, culture, and education.

8. Tourism informatization construction continues to advance rapidly

Through informatization construction, more and more tourism-related places have achieved full coverage of free WiFi, communication signals, and video surveillance. Major tourist consumption places have realized online booking and online payment. Major tourist areas have realized intelligent tour guides, electronic explanations, and real-time information push. , further accelerating the construction of intelligent tourism service systems such as consultation, tour guide, tour guide, shopping guide, navigation and sharing evaluation. The Ministry of Culture and Tourism implements the organizational application and selection of the 2018 National Tourism Informatization Demonstration Project, using technologies such as the Internet and big data to promote the modern development of my country's tourism industry.

II. Suggestions on tourism public services and management in 2019

The new characteristics of the integration of culture and tourism, the industrial development in the era of mass tourism, and the development of all-region tourism all require higher-quality tourism public services. We need to pay more attention to structural supply, promote the integration of scientific and technological applications, mobilize the enthusiasm of private enterprises, social organizations, individuals, etc. to form a diversified supply system, and build a full-region tourism public service system and a modern tourism market governance system. We must actively explore new models of "culture + tourism" public services and governance, strive to improve the people's sense of gain in travel and recreation quality, enhance the market players' sense of identity with high-quality tourism, promote the implementation of all-region tourism public service policy planning, and promote the development of a more balanced and full regional tourism public service system.
