Cities are still the most important destination support in the tourism economy operation system, the basic platform and market support for tourism development, and a comprehensive reflection of the hard and soft power of urban development. He emphasized that in this new era of mass tourism, the improvement of urban tourism quality requires government decision-making and guidance, as well as the joint efforts of tourism market entities and all sectors of society. At the critical stage of the transformation and development of national tourism, it is necessary to have a clear understanding that the innovation of the tourism economy is evolving from government led to market led, and a pattern of collaborative innovation and development among consumer, market, and regulatory entities is taking shape; Mass tourism is evolving from the primary stage to the intermediate to advanced stage, and tourists' evaluation of cities is shifting from a single scenic spot to an overall perception of the living environment. Contemporary tourism development is moving from a closed world to an open system.
