Chongqing Wulong County Ecological Tourism Coordinated Urban and Rural Development Reform Pilot Program

Wulong is a key county for national poverty alleviation and development with rich ecological tourism resources, a flooded county in the Three Gorges Reservoir area with strong ecological sensitivity, a poor county in the Wuling Mountain area with scattered ethnic minorities, and the only world natural heritage site in Chongqing. Since becoming a municipality directly under the central government, Wulong County has taken the tourism industry as its leading industry and actively explored a new development model of "four rights in one, three in one", which has driven the benign interactive development of related industries. However, it still faces deep-seated contradictions and problems such as "large gap between urban and rural development, weak industrial driving force, large number of poor people, relatively prominent dual structure, uncoordinated economic and social development, and low degree of openness to the outside world". These contradictions and problems are the epitome of tourism development and reform in the mountainous counties of Chongqing's "two wings" and even the poor mountainous counties in the west. It is necessary to use a coordinated approach to urban and rural development to solve the difficulties in tourism development. Therefore, carrying out the pilot reform of coordinated urban and rural development of eco-tourism in Wulong is an urgent need to explore new paths for the coordinated urban and rural reform in the whole country, a fundamental requirement for implementing the Overall Plan for Comprehensive Supporting Reform Experiments in Urban and Rural Coordination in Chongqing, an important starting point for creating a new growth pole for Chongqing tourism, a key path to achieve leapfrog development of Wulong's county economy, and a practical need for Wulong to build a world-class tourist destination. This has a strong demonstration significance for Chongqing and even the whole country. The plan proposes key tasks such as building a pilot demonstration area, supporting infrastructure, leapfrog development of market entities, enriching the product system with ecological fitness tourism as the brand, coordinating the comprehensive development of urban and rural areas with ecological health tourism, and driving the overall development of the region with Wulong as the leader, and proposes policy measures such as land use policy and management system breakthrough.
