Dezhou's tourism industry is still in the initial stage of leapfrog development. Judging from the experience of developed tourism regions at home and abroad, the implementation strategy of destination tourism development at this stage is mainly to create brands and gather popularity. What Dezhou lacks most at present is these two aspects, so creating brands and gathering popularity should be the primary strategic goal of Dezhou at this time. In order to achieve the strategic goal of creating brands and gathering popularity in Dezhou, it is necessary to first clarify the main bottlenecks that restrict the development of Dezhou's tourism industry. The problems currently facing Dezhou's tourism industry mainly include the contradiction between the gradual strengthening of the industry's status and the inadequate understanding of the industry, the contradiction between the support of the developed economy and the weak tourism industry, the contradiction between the profound cultural heritage and the weak tourism products (projects), the contradiction between the extension of the tourism market and the low marketing investment, and the contradiction between the gradual expansion of the tourism scale and the scarcity of leading enterprises. Large tourism projects are the primary means to end the contradictions in the development of Dezhou's tourism industry. Due to its own advantages in all aspects, large tourism projects can attract the attention of the whole country and even the world, allowing tourists to understand Dezhou, yearn for Dezhou, and travel to Dezhou. It is an ideal strategy for Dezhou to solve various contradictions and give play to the potential advantages of tourism resources. In the future, Dezhou will focus on the overall positioning of "cultural experience, leisure sightseeing, conferences and exhibitions" and strive to create three major brands: "the capital of the integration of Qi, Lu, Yan and Zhao cultures, a pastoral leisure resort, and a famous city for conferences and exhibitions in the north". Implement the three-year action plan for the construction of major tourism projects, that is, to build 2-3 major tourism projects each year, and each county and city will build 1-2 major tourism projects each year. In three years, the city has built a total of 50 major tourism projects, forming a group of scenic spots with extensive influence and sensational effects at home and abroad, and building a strong tourism city and a well-known tourist destination at home and abroad.
