With the approval of the Ministry of Culture and Tourism, the "2020 China Night Economy Forum" co-organized by the China Tourism Academy, Wuxi Municipal People's Government, and Liangye Technology Group Co., Ltd. was held in Wuxi City, Jiangsu Province from October 23 to 25, 2020.

Wuxi Consensus on High Quality Development of Nighttime Economy
1. Under the background of normalization of COVID-19 prevention and control, the night economy has become a new driving force for consumption promotion and a new outlet for economic growth. It is an innovative way to create a new situation in the changing situation and cultivate new momentum. The development of the night economy is a solid way to fulfill the tasks of "six stability" and "six guarantees", which can sustainably enhance the people's sense of gain and happiness. 2. At present, my country is accelerating the formation of a new development pattern with domestic circulation as the main body and domestic and international dual circulations promoting each other. The development of the night economy is an important part of the "dual circulation", and we should accelerate the construction of a new development pattern of the night economy with more complete consumption facilities, more reasonable consumption structure, more optimized consumption environment and richer consumption supply. 3. All parties should strengthen the research on the laws of night economic development, optimize the overall spatial planning and business layout of the night economy, fully explore the cultural connotations of urban characteristics, develop and create a number of unique night economy IP brands, prevent homogeneous development, enhance the city's taste and charm, and form a number of best practices and best cases of the night economy that can be promoted nationwide. 4. The modern governance of urban public spaces should actively respond to and meet the people's needs for a better life, and implement inclusive and prudent management of new business forms and models of the night economy. Adhere to the sharing of hosts and guests, improve the city's refined management, operation and service level, realize humanized and warm digital city governance, and provide comfortable, convenient and efficient public services. 5. To develop the night economy, we must accelerate the deep integration and development of "digital technology + night economy", take digitalization, networking and intelligence as the guide, strengthen the application of new technologies such as big data, cloud computing, Internet of Things, artificial intelligence, blockchain, quantum technology in the field of night economy, create a number of innovative demonstration cases of digital economy application scenarios, and release new vitality for urban development. 6. Market players should take the lead in relying on regional cultural spaces, adhere to the guiding ideology of "shaping tourism with culture and highlighting culture with tourism", and innovate and develop diversified formats such as night performances, night exhibitions, night reading, night entertainment, night shows, night tours, night food, night shopping, and night stays. Encourage innovation, cross-border and integration of emerging consumer formats such as art, cultural creation, cultural museums, and events, and extend the consumption chain through research and development scenarios, birth of formats, market cultivation, and industry promotion to create immersive and experiential new consumption scenarios. 7. Government departments should increase their efforts to protect the nighttime economy, improve policies such as access, support, supporting facilities, and finance, form a nighttime economic policy system that matches high-quality development and high-quality life, guide the broad participation of citizens and social forces, and play a typical demonstration and leading role through pilot construction of nighttime economic clusters and other means, so as to further stimulate the potential for cultural and tourism consumption.
