In order to further enhance the people's sense of gain and satisfaction in tourism, the time is ripe for the development of inclusive tourism, and the conditions are in place. First, promote the sinking of the market and make tourism a daily option for the better life of urban and rural residents. Party committees and governments at all levels should stimulate the vitality of the sinking market and actively guide the gradient transfer of tourism consumption from high-tier cities to low-tier cities and from central towns to rural markets. Second, develop elderly tourism and cultivate a new lifestyle of travel and health care. Special research on the elderly tourism market, accurately break through the policy bottlenecks and industry difficulties in the travel and health care market. Encourage travel service providers to develop elderly tourism products with diverse types, rich levels and reasonable prices. Update industry standards to solve problems such as age restrictions on elderly people taking flights and traveling with groups. Accelerate the "aging-friendly" transformation of public service facilities to ensure worry-free travel for the elderly, disabled people and other groups with mobility impairments. Third, develop research and study tourism, and cultivate young people's patriotic feelings and international vision during travel. Establish a targeted funding mechanism for students from low-income families, so that primary and secondary school students can enjoy spring and autumn tours during the semester, and inclusive research and study during winter and summer vacations. Build national camps, develop national research and study, and encourage young people to widely carry out research and study tourism activities. Plan and layout a number of high-quality study and tourism camps, bases, routes and courses according to local conditions, and attract young people from all over the world and Hong Kong, Macao and Taiwan to come for study and exchange. Fourth, promote the construction of leisure infrastructure and public cultural services to tilt towards central towns and rural areas, and sink to communities. Coordinate the development of national reading, national fitness and inclusive tourism, sink cultural markets, mass performances, leisure sports projects, etc. to villages and communities, and carry out non-legacy activities and folk cultural activities that the people love to see. Increase the construction of infrastructure such as rural greenways and community parks, and accelerate the construction of more small but exquisite, small but beautiful, small but warm new spaces for hosts and guests to share a better life. Improve the urban and rural public transportation system and the layout of cultural and tourism stations, and accelerate the formation of a new pattern of two-way flow of urban and rural residents.
