Recruitment Announcement for the Construction of Offline Sample Library for Tourism Statistical Surveys by China Tourism Research Institute (Data Center of the Ministry of Culture and Tourism)

In order to implement the instructions of the department leaders on "innovation in statistics and breakthroughs in big data", exercise the functions stipulated in the "three determinations" of cultural and tourism statistics in our institute (center), improve the national tourism statistics and tourism data collection system, and enhance data accuracy, we plan to work with relevant units to carry out the construction of an offline sample library for tourism statistical surveys. We are currently recruiting data collection cooperation units, legal person samples, and natural person samples nationwide.

1、 Recruitment of data collection cooperation units

（1） Recruitment conditions

1. Legitimate legal entities within the territory shall comply with relevant national laws and regulations, have sound financial and accounting systems, and have no major records of illegal or irregular activities in their business activities;

2. Have more than two years of experience in conducting tourism statistical surveys and related business;

3. The number of cooperative units in Guangdong, Jiangsu, Anhui, Sichuan, Xizang, Qinghai, Shaanxi, Gansu, Heilongjiang, Liaoning, Hebei and other places is still vacant. Qualified enterprises can actively apply.

（2） Job requirements

1. Assign a contact person to maintain contact with our hospital (center) and jointly carry out the construction and operation of the sample library;

2. The contact person shall cooperate with our hospital (center) to complete sample collection, research, urging and reporting, daily sample maintenance, sample evaluation and replacement, as well as assist in signing agreements with natural person samples according to our requirements;

3. Local data collected from the sample library can be used according to regulations, and priority should be given to sharing professional reports such as the Tourism Economy Blue Book and Tourism Reference compiled by our institute (center);

4. Based on the quantity and quality of research data collected, after evaluation by our institute (center), we will award certificates and other commendations, and pay the liaison officer a certain amount of labor remuneration according to the workload.

2、 Recruitment of legal representative samples

（1） Recruitment conditions

1. Domestic accommodation units, scenic spots, travel agencies, performing arts companies, online tourism enterprises, and rural tourism point operating units and other tourism related enterprises;

2. Comply with relevant national laws and regulations, have a sound financial accounting system, and have no major records of illegal or irregular activities in business activities.

（2） Job requirements

1. Submit and fill out survey questionnaires through our hospital's (center's) accounting and online survey mini program (questionnaire content will be as simple as possible). The survey tasks are divided into regular and irregular, with a principle of no more than 10 survey tasks per year, without interfering with the daily business operations of the legal representative sample, nor involving any commercial secrets of the enterprise. Sign a confidentiality agreement with the legal representative sample;

2. The questionnaire filled out by the legal representative sample includes the company's revenue, energy consumption (water, electricity, gas), employee situation (gender, age), etc. Our institute (center) will comply with the confidentiality agreement and use the data in compliance. After desensitizing and analyzing the collected data, we will prioritize pushing it to the legal representative sample. Our institute (center) will also prioritize pushing professional reports such as the Tourism Economy Blue Book and Tourism Internal Reference prepared in accordance with regulations;

3. The legal representative sample unit needs to designate a staff member to be responsible for coordinating this work, and our institute (center) will award a certificate based commendation to the legal representative unit based on its work effectiveness.

3、 Recruitment of natural person samples

（1） Recruitment conditions

1. Chinese citizens who abide by the law within the country and do not have the capacity for civil conduct may have their guardians fill in on their behalf;

2. Long term foreign workers stationed in China (with a continuous stay of more than 1 year).

（2） Job requirements

1. Use the mini program developed by our hospital (center) to participate in a questionnaire survey on domestic travel, travel intentions, travel expenses, red tourism, etc. (the questionnaire content will be as simple as possible);

2. Complete the travel expense accounting on time and with quality assurance;

3. Responsible for the questionnaire data filled out by myself, and shall not be perfunctory or falsify;

4. Our hospital (center) has signed a "Paid Research Cooperation Agreement" with natural person samples, which includes confidentiality clauses. The remuneration for each individual sample to fill out the questionnaire shall not be less than 15 yuan per piece. The travel expenses shall be recorded and paid according to the workload. Our institute (center) shall pay the survey remuneration to the individual sample every six months, and provide additional rewards (including but not limited to mobile phone, OTA platform vouchers, etc.) to those who complete the survey and data filling tasks excellently. Those who cooperate poorly with the survey tasks shall be refunded;

5. Our hospital (center) uses data in compliance with the signed confidentiality terms and guarantees that it does not infringe on the privacy of natural person samples.
