The Netherlands Board of Tourism and Conventions President, Mr. Jos Vranken,谢谢杨宇先生对我的介绍，谢谢您和荷兰国家旅游局中国区团队在项目执行过程中专业而高效的工作，谢谢你们对中国旅游研究院（文化和旅游部数据中心）的认可与信任，特别是对何琼峰博士和数据分析所执行团队的理解与支持。还记得一个月前，我们电话沟通本次会议的是否要推迟或者改在线上方式进行？我告诉您要对中国共产党、中国政府和中国人民有信心，一定会很快战胜新一轮疫情并回归日常生活的。今天，信心已经变成了现实。我们在荷兰王国驻中华人民共和国大使馆隆重集会，分享疫情防控常态化旅游复苏的经验，探讨中欧旅游交流合作的诸多可能，也是水到渠成的事情。Thank you for introducing me, Mr. Yang Yu. Thank you and the Netherlands Board of Tourism and Conventions China team for your professional and efficient work during the execution of the project. Thank you for your trust in the China Tourism Academy (Data Center of the Ministry of Culture and Tourism), especially for your understanding and support of Dr. He Qiongfeng and the Institute of Data Analysis executive team. I still remember that a month ago, we communicated over the phone regarding whether the meeting should be postponed or rescheduled online. I said that we must have confidence in the Communist Party of China, the Chinese government and the Chinese people, and we would overcome the new outbreak soon and bring out life back to normal. Today, the confidence turns into a reality. We gather at the Embassy of the Kingdom of the Netherlands in the People's Republic of China to share the experience of tourism recovery under the regular pandemic prevention and control stage, as well as explore diverse possibilities of China-Europe tourism exchange and cooperation, which is a matter of course.
说起荷兰，我们会想起“海上马车夫”、郁金香、风车，当然，还有梵高。2017年，由波兰导演韦尔什曼执导的历史上第一部纯手工油画电影《至爱梵高·星空之迷》（Loving Vincent），让全世界的人走进了电影院，因为那一个回眸而泪流满面。When it comes to Netherlands, we think of the "sea coachman", tulips, windmills, and of course, Van Gogh. In 2017, the first handmade oil painting film “Loving Vincent”, which was directed by a Polish director Welchman, attracted people from all over the world going into the cinema. Let audiences’ tears stream down because of that one glance back.
2019年秋天某个平常的下午，我参加了中荷两国外交官和旅游业者的集会。是的，尽管有梵高，那确实就是一个平平常常的下午，以至于我都记不起确切的日期了。可以现在想起来，日常、平常、经常，都是多么美好的词汇啊！朋友可以约会，见面不用戴口罩，当然可以握手和拥抱。就在那次集会演讲中，我们谈到了梵高是荷兰，还有法国的问题。他出生在荷兰，当然是荷兰人，他居住在法国南部，也是属于法国的。事实上，梵高也是属于欧洲的、亚洲的、美洲的，属于全世界的。伟大的艺术家倾其一生，都在努力改变人们对于这个世界的印象，无论是向日葵的温馨，还是罗纳河上的星夜；无论是塞纳河边望眼欲穿的红衣女子，还是克里厅大道上被市井吵闹所环绕的行人，他都以满满的善意告诉所有人，这个世界，真的很美好。On an ordinary afternoon in the fall of 2019, I attended in a gathering of diplomats and tourism industry practitioners from China and the Netherlands. Despite there was Van Gogh, it was so ordinary that I couldn't remember the exact date. Daily, ordinary and usual, what wonderful words they are! Not only can we date and meet friends without wearing masks, but also we can shake hands and embrace each other. It was during that gathering speech that we discussed about how Van Gogh belongs not only to the Netherlands, but also to France. There is no doubt that he was Dutch since he was born in the Netherlands. He lived in the south of France, so he was also a French. In fact, Van Gogh also belongs to Europe, Asia, America, and even all mankind. Great artists devoted their entire lives to changing people's impression of the world. He expressed with full of goodwill that the world is a beautiful place, whether it's the warmth of sunflowers or a starry night over the Rhone, and whether it’s the woman in red looking out over the Seine River or the pedestrians surrounded by the noisy street on the Boulevard Clichy.
这么美丽的世界，如此美好的生活，怎么会不引得人们向往和流连呢？根据韩晋芳博士代表中国旅游研究院（文化和旅游部数据中心）项目组刚才发布的专项调研报告，95.7%过去三年有过洲际旅行的中国公民未来三年会再次赴欧洲旅游，荷兰是排在第二位的旅游目的地国家。中国人民自古就有读万卷书、行万里路的传统，14亿人生息在从黄山到黄河的美丽中国，创造了从诗经到红楼的风雅中国，见证了民族复兴和人民幸福的中国，展现了热爱和平和仰望星空的中国。Such a beautiful world! Such a great life! How can people not gravitate to yearn and linger? According to the special research report just released by Dr. Han Jinfang on behalf of the project team of the China Tourism Academy (Data Center of the Ministry of Culture and Tourism), 95.7% of Chinese citizens who have traveled intercontinentally in the past three years will travel to Europe again in the next three years. Moreover, the Netherlands ranked as the second most popular destination country. It is a tradition for Chinese people to read thousands of books and travel thousands of miles since ancient times. Living in beautiful China from the Mount Huangshan to the Yellow River, 1.4 billion people have created an elegant China from the Books of Songs to the Red Chamber, witnessed the rejuvenation of the nation and the happiness of the people in China, and showed a China that loves peace and interests in looking up at the stars.
今天的中国已经全面建成了小康社会，高速铁路、高速公路、航空港和5G通讯，让国民大众说走就走的梦想照进了现实，助力大众旅游进入全面发展的新阶段，正在阔步行进在智慧旅游的道路上。2021年国际劳动节五天假日，全国国内出游2.3亿人次，已经恢复到2019年疫情前的同期水平；实现国内旅游收入1132.3亿元，恢复到2019年疫情前同期的77.0%。Today, a moderately well-off society in all aspects had realized in China. High-speed railways, highways, airports and 5th Generation Communication allow people travel without plans, and boost mass tourism to enter a new stage of comprehensive development, as well as lead to the road of smart tourism. The 230 million domestic trips were made during the five-day International Labor Day holiday in 2021, which have returned to the level of the same period before the outbreak in 2019. Domestic tourism revenue was 113.23 billion CNY, recovering to 77.0% of the same period before the outbreak in 2019.
相对于旺盛的国内旅游市场，持续增长的出入境旅游被迫暂停了。调查显示，82.8%的人在某个国家没有新冠病例时才可能去旅行，83.8%的人在未来的假期中希望避免参观人多的旅游景点。我们注意到，中国文化和旅游部的高级别官员在金砖国家旅游部长会议上表示，中方将根据全球疫情发展形势，适时研究入出境旅游开放方案。我们期待着世界早日战胜疫情，人们可以更加自由地往来，也希望有更多的欧洲人沿着新丝绸之路来到中国，亲身体验一个古老而神秘的东方，重新发现一个现代而开放的东方。In opposite to the thriving domestic tourism market, continued growth in international tourism market has been forced to suspend. The survey indicated that 82.8% of people are likely to travel when a country has no cases of COVID-19, and 83.8% of people intend to avoid visiting crowded tourism attractions on future vacations. At the BRICS Tourism Ministers’ meeting, a senior official from China's Ministry of Culture and Tourism said China would study the opening plan of inbound and outbound tourism at an appropriate time in accordance with the situation of the global pandemic. We expect that the world will overcome the COVID-19 soon and people will be able to travel more freely. We also hope that more Europeans can visit China along with the New Silk Road to experience an ancient and mysterious East and rediscover a modern and open East.
欧洲的朋友都熟悉这幅二战期间与图书馆有关的这幅画吧，已经成为人类历史上最值得记忆的影像之一，很多中国人也知道它。Friends from European country maybe familiar with this painting related to the library during World War II, which has become one of the most memorable images in human history. It is also well known among Chinese people.
1940年10月22日，伦敦的荷兰屋图书馆（Dutch House Library in London）在大轰炸中被炸成了残垣断壁。可是就在第二天，人们在这里拍到三位衣着考究的绅士，站在残垣断壁中安静地阅读，仿佛昨天什么也没有发生。透过历史的尘埃，我们依然能够感受人们在任何地方、任何时候都不会放弃对知识的追求，阅读已经像阳光、空气和水一样成为一种日常生活方式，他们在最残酷的战争面前也保持着人类应有的笃定、体面和尊严。On October 22, 1940, Nazi Germany bombed London again to break the spirit of the British people, and the Dutch House Library in London was blasted to pieces. However, in the very next day, three well-dressed gentlemen had been photographed standing in the ruins and reading quietly, as if nothing had happened yesterday. Through the dust of history, we can still sense that people will never give up their pursuit of knowledge anywhere at any time. Reading becomes the essential of daily life like sunshine, air and water. Even in the face of the most brutal war, they preserved the assuredness, decency and dignity that were supposed to have.
2021年春节期节，中国面临着新冠疫情的首轮冲击，也是最为严峻的考验。在习近平主席的亲自部署、亲自指挥下，中国共产党和中国政府坚持把人民群众生命安全的身体健康放在第一位，很快就取得了疫情防控的阶段性胜利，并分阶段、有步骤地转入经济社会发展正常化。在过去的一年半时间里，尽管局部地区和少数城市出现了点状散发和线性扩散的疫情，国家应对疫情的经验更成熟，人民的心态也更从容了。一旦街区和城市解封，很快就恢复了往日的繁荣与乐观。During the Spring Festival in 2020, China was facing the first round of the impact of COVID-19, which was the most severe test. Under the deployment and command of President Xi Jinping, the Communist Party of China and the Chinese government took the priority of people’s safety and health. China soon achieved a phased victory in the prevention and control of the pandemic and accomplished a phase-to-phase, step-by-step transition to the normalization of economic and social development. Over the past year and a half, although spot-like and linearly spreading outbreaks had appeared in a few cities and regions, China had more mature experience and a calmer attitude in responding to the pandemic. Once the lockdown of neighborhoods and cities ends, the prosperity and optimism will be restored soon like the old days.
疫情发生以来，有太多的令人感动到泪目的瞬间，比如逆行而上的白衣战士、闻令而动的人民子弟兵、志愿服务的年轻人，特别是武汉、南京、成都等地市民对生活的达观，对自由的向往，更是让我深受感动，也倍感温暖。习近平总书记在纪念建党一百周年的重要讲话中的两句口号更是说出全体人民的心声：伟大、光荣、正确的中国共产党，万岁！伟大、光荣、英雄的中国人民，万岁！Since the outbreak, there have been too many moments that moved people to tears, like the medical workers in harm's way, the acts of people's soldiers upon orders, and the volunteering of young people. People’s philosophy of life and their desire for freedom touched and warmed me up, especially in Wuhan, Nanjing, and Chengdu. The two slogans of General Secretary Xi Jinping in an important speech at the ceremony marking the 100th anniversary of the founding of the Communist Party of China are the voice of all the people: Long live the great, glorious and correct Communist Party of China! Long live the great, glorious and heroic Chinese people!
在政府、旅游机构和社会各界的共同努力下，虽然疫情还没有过去，但是经济社会已经开始恢复常态，旅游和休闲市场主体的创业创新重新活跃起来。尽管还会有不确定性因素，但是正如我敬赠大使、局工和各位的新书《旅游复苏》所判断的这样，旅游市场的信心正在恢复，旅游发展的动能正在积聚，旅游复苏的进程已经不可逆转了。Although the pandemic has not terminated, the economy and society have begun to return to normal with the joint efforts of the government, tourism agencies, and all sectors of society. The entrepreneurship and innovation of tourism and leisure market entities have been activated again. It is acknowledged that there remains uncertainty. However, just as the judgment from the new book named “tourism recovery” that I present to Mr. Ambassador, bureau officials and everyone here, confidence in the tourism market is being restored, and momentum is being accelerated for tourism development, and the process of tourism recovery has become irreversible.
我们注意到欧盟的最新消息，从7月1日起，接种辉瑞、莫德纳、阿斯利康以及强生四款新冠疫苗的游客入境欧盟无须接受筛检及隔离。欧盟疫苗护照可以是电子或纸本且有条码，能够让欧盟全境范围内即时验证，内容包括疫苗接种证明、检测结果证明以及曾染疫民众的康复证明三类通行证。The latest news from the European Union claimed that visitors who have received four new types of vaccines produced by Pfizer, Moderna, AstraZeneca and Johnson & Johnson will not be required to undergo screening and quarantine process when entering the European Union from July 1. The European Union Vaccine Passport, which can be electronic or papery with a barcode, allows for immediate verification throughout the European Union and includes three types of passes: proof of vaccination, proof of test results, and proof of recovery for people who have been infected with the disease.
我们也注意到，6月初公布的新版的《安全旅游国家名单》将中国列入了取消旅行限制国家名单。如果能够有更多的国家如世界卫生组织（WHO）所倡导的那样，能够像希腊所做的那样，将科兴和国药等中国疫苗纳入到疫苗护照清单中，将会极大促进国际旅游旅行市场的恢复。We have also noticed that European Union removed the entry ban on non-essential entry for the residents of China in a new edition of the EU’s List of Epidemiologically Safe Countries published in early June. If more and more countries could include Chinese vaccines, such as Kexing and Sinopharm, in the list of vaccine passports as advocated by the World Health Organization (WHO) and as Greece has done, it will greatly promote the recovery of the international tourism market.
随着疫情防控形势的好转，中国政府分别于2020年3月和7月恢复了省内旅游和国内旅游，通过财政、金融和产业政策对旅行商、旅游景区和星级酒店给予相应的支持，并鼓励地方和企业加大疫情常态化背景下的产品创新和数字化转型。值得关注的是，旅游企业在疫情期间并没有坐等政府救助，而是主动面向新需求，开发新产品，促进市场复苏和产业转型。在中国旅游研究院组织的2020中国旅游集团发展论坛、2021冰雪旅游论坛，我们分别发布了文化和旅游融合、文化创意、科技赋能和冰雪时尚等相关案例。这些源于实践的创新案例，这些理论总结的发展经验，我们愿意对欧洲同行无留地分享，也愿意为了国际旅行早日恢复常态而共同思考和相向而行。With the improvement of the pandemic prevention and control, the government restored the provincial and the domestic tourism market in March and July respectively. Furthermore, they gave corresponding support to travel agencies, tourism attractions and star-rated hotels through fiscal, financial and industrial policies, and encouraged local and enterprises to strengthen product innovation and digital transformation under the background of regular pandemic prevention and control. It is worth noting that tourism enterprises took the initiative to face new demands, and develop new products, promote market resurgence and industrial transformation, rather than waiting for bailing out by the government during the pandemic. In the 2020 China Tourism Group Development Forum and 2021 Ice and Snow Tourism Forum organized by China Tourism Academy, we have released cases related to the integration of culture and tourism, cultural creativity, technology empowerment and ice and snow fashion respectively. We are willing to share without reservation to our European counterparts about these innovative cases originated from practice and these theoretical summaries of the development experience. We are also willing to think and act together for an early return to normalcy in international travel.

历史一再证明并将继续证明，不管是自然灾难、战争和动乱，包括这次疫情，都不可能阻挡人们在图书馆安静地阅读，也阻挡不了人们在这颗蓝色的星球上自由地行走。新冠疫情发生以来，中国和亚洲、欧洲、美洲、大洋洲各个国家和地区都承受了巨大冲击。令人欣慰的是，在历冬经夏的日子里，尽管有少量的杂音，同情、理解和守望相助仍然是主流，每个国家、每个企业、每个人都了不起！History has proved and will continue to prove that natural disasters, wars and disturbances, including this COVID-19 pandemic, will not prevent people from reading quietly in the library and walking freely on this blue planet. Despite a few noises, it is comforting to know that compassion, understanding and mutual assistance remain the mainstream in the days from winter to summer.
